• Supporting the U. S. Department of Agriculture’s (USDA) Office of Property and Environmental Management’s Environmental Management Division with their annual and quarterly sustainability metrics reporting, including their Sustainability Strategic Plan and Office of Management and Budget Sustainability Scorecard for their sub-agencies. • Conducted a Per- and Polyfluoroalkyl Substances (PFAS) compounds assessment for landfills on USDA properties in all 50 states and developed a risk prioritization database. • Drafted the first USDA Sustainable Operations Departmental Manual, currently in the leadership review process. • Developed a USDA Sustainability Awards Program to encourage and recognize work related to accomplishing federal sustainability goals and targets.

• Led CBP’s Sustainability Steering Committee focused on developing the agency’s Operational Sustainability Performance Plan and reporting progress annually. • Led three interdisciplinary consensus-based Integrated Project Teams for CBP in the areas of sustainable acquisition, sustainable buildings, and water management and developed, for each, a strategic plan, policy, and training materials. • Developed design standards for CBP’s new construction and major renovation projects to ensure sustainable design objectives are met consistently. • Created standard contract language for CBP to ensure all new buildings were sustainable by clearly articulating federal sustainability requirements. • Reviewed new CBP construction building designs at 65% and 95% project completion to ensure compliance with sustainability-related federal regulations.

• Delivered Low Impact Development (LID) trainings for audiences including the U.S. Navy and ASCE. • Wrote Green Infrastructure policy papers for the U.S. EPA and the Kansas City municipal government. • Designed Green Streets, in Maryland, Washington, D.C. and Virginia, that treat stormwater using bioretention cells, trees, structural soil and permeable pavement. • Designed parking lot retrofits for the Los Angeles Zoo and Peck Park, that capture and treat the two-year storm event without reducing parking. • Reviewed, commented on, and conducted research for numerous LID Manuals and Sustainability Plans in the U.S. and Canada.
California Central Coast Regional Water Quality Control Board
Water Resource Control Engineer / July, 1999 — October, 2007
• Researched the development of a regulatory mechanism to require LID on the Central Coast of California. • Led the first interdisciplinary team of nine people responsible for steering the agency toward its long-term goal of sustainability. • Led a team of six staff and two student assistants. • Oversaw the implementation and enforcement of Construction, Industrial, and Municipal Storm Water Permits. • Developed and presented trainings and educational materials for both technical and non-technical audiences. • Wrote and enforced Wastewater Discharge Requirements and Monitoring and Reporting Programs.
