Counterintelligence and Counterterrorism Policy Advisor / March, 2016November, 2024

Served as a subject matter expert on Counterintelligence and counterrorism in the Department of Defense. Provided SME support in writing the Defense Counterintelligence Strategy for 2021-2031 and served as the DoD liaison to the Office of the Director of National Intelligence while writing the National Counterintelligence Strategy and implementation plan signed in 2023. Facilitated the development of Congressional budget justification materials for classified budgets for FY23-26 and monitored execution of budgets for FY22-24.

Insider Threat Policy Advisor / January, 2010March, 2016

Developed research methodology to identify human behaviors associated with espionage, sabotage, and other national security crimes. Developed a dynamic model for understanding the interaction between the individual and the organization that creates the environment for insider threat. Worked with computer engineers to develop technical solutions, processes, and protocols to efficiently monitor human behavior. Finally, worked with Congress to develop laws and funding to implement the programs throughout the federal government.
